In accordance with the unified deployment of the General Administration Party Committee’s inspection work, on April 9, the First Special Inspection Team of the General Administration Party Committee convened a mobilization meeting to launch its inspection of the China National Chemical Engineering Group Corporation Party Committee. Xiao Xiangli, Member of the General Administration Party Committee and Secretary of the Commission for Discipline Inspection, attended the meeting and delivered a speech. Wang Hongxing, Head of the First Special Inspection Team, also addressed the gathering. Liu Xingwang, Secretary of the Bureau Party Committee and Deputy Director, presided over the meeting and made a statement expressing the Bureau’s commitment.

Xiao Xiangli emphasized the need to thoroughly study and grasp the new spirit, new arrangements, and new requirements put forward by General Secretary Xi Jinping and the CPC Central Committee on inspection work, so as to advance the high-quality development of inspection efforts in a more in-depth and sustained manner. Inspection teams and the Party Committee of Sinochem Group should treat this special inspection on workplace safety as a major political task and a concrete measure to uphold the “two safeguards,” integrating it closely with the in-depth study and education on the spirit of the CPC Central Committee’s Eight‑Point Decision. They should promote the coordinated implementation of “study, identify problems, and make corrections,” thereby uncovering and addressing a number of safety risks and hidden dangers that constrain the reform and development of Sinochem Group, and ensuring that the decisions and deployments of the CPC Central Committee, as well as the Administration’s “1158” development strategy, are effectively implemented within the Group.

Xiao Xiangli pointed out that, in accordance with the General Administration Party Committee’s inspection plan, this special inspection will be conducted through a coordinated top-down approach. The inspection team and the China National Chemical Corporation Party Committee must accurately define their respective roles, adhere to a problem-oriented approach, prioritize key areas of oversight, conduct thorough and meticulous investigations, and ensure tangible results. Both the inspection team and the巡察 (inspection) team should firmly embrace a “unified whole” mindset, strengthen systems thinking, and advance the General Administration Party Committee’s special inspection and the China National Chemical Corporation’s internal special巡察 in an integrated manner, thereby fully leveraging the synergy of collaboration and the effectiveness of concerted action.

Xiao Xiangli urged the leading team of the Party Committee of Sinochem Bureau, as well as Party organizations at all levels and leading cadres, to adopt a highly responsible attitude toward the Party’s cause, actively support and cooperate with the inspection team’s work, align their efforts and address issues jointly. They must conscientiously accept inspection oversight, provide appropriate reception and logistical support in accordance with established standards, and work together with the inspection team to effectively implement the requirement of practicing frugality, strictly curb extravagance and waste.

Wang Hongxing emphasized that the Party Committee of Sinochem Bureau must strengthen its political responsibility, proactively accept oversight, and work closely with the inspection team to pool efforts and ensure the high-quality implementation of the inspection. The inspection team will deeply appreciate the significant importance of this special inspection on workplace safety, rigorously uphold its political requirements, and focus on examining the Party Committee’s fulfillment of its primary responsibility for workplace safety, the Discipline Inspection Commission’s performance of its oversight duties, as well as the progress in rectifying safety-related issues and holding those accountable. Furthermore, the inspection team will deepen the mechanism of vertical coordination, promote the seamless sharing of findings from inspections and patrols, enhance collaborative synergy, and establish a working framework characterized by joint problem-solving and shared accountability.

Liu Xingwang stated that the Party Committee of Sinochem Bureau and all its Party members and cadres will earnestly elevate their political awareness, integrate acceptance of the inspection with in-depth study and education on implementing the spirit of the CPC Central Committee’s Eight‑Point Decision, align their thinking and actions with the inspection work arrangements of the General Administration’s Party Committee, adhere to a collaborative approach in addressing common issues, organize and carry out internal inspections effectively, and work together with the inspection team to successfully complete all assigned tasks. The Party Committee of Sinochem Bureau will take the lead in identifying its own shortcomings, report its work truthfully and pragmatically, and provide a comprehensive and accurate account of the situation. By achieving tangible results in rectifying problems identified during the inspection, it will further elevate the Bureau’s work on production safety to a new level, thereby ensuring high‑quality development through robust safety safeguards.

A total of 292 individuals attended the meeting, including members of the General Administration Party Committee’s First Special Inspection Team, members of the China National Chemical Engineering Group Corporation’s leadership team, personnel who stepped down from the leadership team within the past three years, senior executives, principal heads of Beijing-based affiliated units, principal heads of all headquarters departments, staff from the headquarters’ discipline inspection body, safety department, and inspection office, employee representatives, and all members of the safety committees of each directly affiliated unit.
