On April 8, the Party Committee of the China National Bureau of Coal Geology convened a meeting to advance Party building and the “Five-Responsibility Coordination” initiative. The meeting deepened study and understanding of General Secretary Xi Jinping’s important thoughts on Party building, implemented his key expositions on comprehensively and strictly governing the Party and on strengthening the Party’s work style, further improved the system for ensuring strict Party governance across the board, and ensured that the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct was thoroughly put into practice. The aim was to use high‑quality Party building to guide and underpin high‑quality development. Jia Chunqu, Secretary of the Bureau’s Party Committee, attended the meeting and delivered a speech. Bureau leaders Ma Gang, Fan Baoying, Ju Yitai, Xiao Xiangli, and Wang Yanqing also attended.

The meeting emphasized that, to advance high-quality development, it is imperative to unswervingly uphold the leadership of the Party and strengthen Party building, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thereby ensuring that the Party’s banner provides clear direction. It is essential to thoroughly study, grasp, and implement General Secretary Xi Jinping’s important thought on Party building, reinforcing the political orientation, ideological guidance, practical integration, and capacity‑building aspects of Party‑building work. We must continue to consolidate the grassroots foundations of Party building, deepen the “Seven Key Initiatives” aimed at enhancing the quality and effectiveness of grassroots Party work, strengthen the guiding role of publicity, ideological, and cultural work, and effectively harness the cohesive power of the United Front and mass organizations, so as to promote all‑round progress and robustness in grassroots Party building.

The meeting emphasized that Party organizations at all levels throughout the organization must steadfastly strengthen the “five‑responsibility synergy” and further refine and improve the General Administration’s accountability system for exercising full and rigorous Party self‑governance. Party committees at all levels should take the lead, assume greater responsibility, and consciously shoulder the primary responsibility for ensuring full and rigorous Party self‑governance; discipline inspection commissions at all levels should focus on effective oversight, strict enforcement of discipline, and precise accountability, thereby conscientiously fulfilling their supervisory duties in this regard; secretaries of Party organizations at all levels should, with a view to strengthening leadership teams, guiding cadres, and ensuring implementation, earnestly assume the role of principal person responsible for full and rigorous Party self‑governance; members of leading bodies at all levels should, in accordance with their respective duties and responsibilities and under the “dual‑responsibility” framework, proactively assume the specific responsibilities assigned to them in this endeavor; and every Party member and cadre should, in light of their post‑specific characteristics and actual work conditions, consciously shoulder the concrete responsibilities for ensuring full and rigorous Party self‑governance. All efforts must be devoted to fully implementing the effective working mechanism of the “five‑responsibility synergy,” consciously enhancing awareness of accountability for full and rigorous Party self‑governance, consistently upholding a systems‑based approach to coordinate and advance the execution of these responsibilities, strengthening precise and scientifically sound mechanisms for inspection and accountability, maximizing the effectiveness of the comprehensive oversight system, conducting regular checks and evaluations of how each responsible entity fulfills its obligations, rigorously holding accountable those who fail to perform or are derelict in their duties, and publicly exposing typical cases and exemplary instances to serve as cautionary examples.

The meeting called for unwavering adherence to the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct and its detailed implementation rules, and for advancing the institutionalization and long-term effectiveness of conduct‑building efforts. It is imperative to elevate political awareness, accurately grasp the intrinsic requirements and historical inevitability of carrying out this study and education campaign, deepen initiatives to improve work style, strengthen learning from cases and drive rectification based on them, and further eliminate the lingering negative influence of Zhao Ping. With the courage to “turn the blade inward,” we must identify problems, and with a “nailing‑down” spirit, ensure that corrective measures are thoroughly implemented. It is also essential to reinforce “penetrative” supervision: meticulously coordinate and vigorously advance work; rigorously lay a solid foundation in theoretical study; effectively address and rectify identified problems to achieve tangible results; uphold open‑door education to strengthen oversight; and deepen the “five‑responsibility synergy” to firmly assign accountability. All these efforts should be guided by a tone of strictness to ensure the effective implementation of key tasks in this study and education campaign. Leading comrades of the General Administration Party Committee are expected to conduct in-depth field investigations at their designated party‑building liaison points, thereby promoting the thorough implementation of this study and education among grassroots party organizations. The Organs Party Committee should oversee the study and education activities of all branch committees within the organs. Party committees at all second- and third‑level units must earnestly assume primary responsibility for this initiative, while discipline inspection commissions must fulfill their duties of political oversight, regularly hear progress reports, provide guidance and supervision, and resolutely guard against formalism and bureaucratism—avoiding superficial gimmicks, blind emulation, or half‑hearted, short‑lived efforts—so as to ensure that this study and education yields concrete and substantive results.

At the meeting, five colleagues from the Geological Group, the Aerial Survey Bureau, the Jiangsu Bureau, the Guangdong Bureau, and the Dadi Special Exploration Team delivered exchange speeches.

The meeting was held via video conference. Officials at the assistant‑general level of the General Administration, departmental staff at the fourth grade and above, members of the leading bodies of all directly affiliated units, deputy heads and above of headquarters departments, as well as the principal Party and administrative leaders of third‑level units and relevant personnel attended at both the main and sub‑venues.
