The Party Committee of the Bureau (Group) convened the 2025 Work Conference on Building a Sound Party Style, Clean Governance, and Anti-Corruption, along with an警示教育 conference.

On February 27, the Party Committee of the Bureau (Group) convened the 2025 Work Conference on Party Conduct and Integrity Building and Anti-Corruption, along with a警示教育 conference, to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, earnestly carry out the arrangements and requirements set forth at the China National Coal Administration’s work conference on Party conduct and integrity building and anti-corruption, and outline key tasks for 2025. Liu Xingwang, Secretary of the Bureau (Group) Party Committee, attended the meeting and delivered a speech; Zheng Heyue, Secretary of the Commission for Discipline Inspection, presented a report on Party conduct and integrity building and anti-corruption; and the meeting also announced typical cases of violations of rules and discipline investigated and handled by the Bureau (Group) in 2024.

In his work report, Zheng Heyue summarized the 2024 efforts to strengthen Party conduct and integrity within the bureau (group) and outlined the key tasks for 2025 across eight areas: First, Place the strengthening of political oversight and the effective implementation of key tasks at the forefront, leveraging robust supervision to ensure that the CPC Central Committee’s decisions and arrangements are carried through to the end and that priority initiatives are fully put into practice. Second is Further strengthen the political responsibility for exercising full and rigorous Party self-governance, and steadfastly uphold the overarching principle of strictness. Third is Consolidate and deepen the achievements of Party‑discipline study and education, continuously strengthen disciplinary development, and strive to foster an environment in which officials can devote themselves to work and entrepreneurship while upholding rules and discipline and maintaining integrity and honesty. Fourth is We will continue to investigate and address both corruption and misconduct in tandem, further eradicating the conditions and root causes that give rise to corruption. Fifth is We will vigorously advance penetrating oversight, further enhancing our ability to address issues early and at their nascent stage, and to proactively prevent problems. Six is We will ensure the thorough implementation of rectification measures from inspection tours and inspection work, effectively follow up on the “second half” of the process, and further foster a positive synergy whereby inspections drive reform, institutional development, and governance. Seventh is Advance the in-depth and practical development of a culture of integrity in the new era, further fostering a strong ethos of ethical professional conduct. Eight is Promote the standardization, rule of law, and institutionalization of disciplinary inspection work, and forge a disciplined, highly competent team.

In his concluding remarks, Liu Xingwang pointed out that General Secretary Xi Jinping’s important speech at the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection profoundly grasped the strategic plan for unswervingly advancing comprehensive and strict Party self‑governance, thoroughly analyzed the current situation in the fight against corruption, set forth clear requirements for resolutely winning the tough and protracted battle against corruption, and laid out a strategic blueprint for achieving new successes in comprehensively strengthening Party self‑governance. All Party organizations at every level and the vast majority of Party members and cadres must deeply study and fully grasp the spirit of General Secretary Xi Jinping’s important speech, apply a reform‑oriented approach and stringent standards to Party governance, and, through new achievements in comprehensive and strict Party self‑governance, rally public support, invigorate vitality, and inspire all cadres and employees to adopt a vigorous and enterprising mindset, thereby making fresh and even greater contributions to the high‑quality development of the Bureau (Group). In 2025, efforts will be focused on sustaining momentum across five key areas: First, We must conduct political oversight in a concrete, precise, and routine manner to ensure that decisions and arrangements are effectively implemented. Second is It is necessary to maintain a strict tone, strengthen efforts to rectify conduct and enforce discipline, and proactively foster a sound political environment. Third is We must give full play to the fundamental role of disciplinary development in addressing root causes, and continuously strengthen the defense line of integrity and self-discipline among Party members and cadres. Fourth is We must deepen efforts to address both symptoms and root causes, and advance in a coordinated manner the goals of ensuring that no one dares to be corrupt, that no one can be corrupt, and that no one wants to be corrupt. Fifth is We must rigorously and meticulously weave a robust oversight network and continuously improve the “grand oversight” system.

More than 260 participants, including members of the Party and administrative leadership teams of the bureau (group), senior executives, deputy directors and managers or above from all headquarters departments, and all staff of the Party affairs departments; as well as members of the leadership teams, senior executives, members of the Commission for Discipline Inspection, secretaries of Party branches, and all personnel of the Party affairs departments from each directly affiliated unit, attended the meeting at the main and sub-venues.
