On February 27, the Bureau (Group) convened its 2025 Annual Safety and Environmental Protection Work Conference. The meeting was chaired by Deputy Director Wang Kaihu, while Party Committee Member and Chief Engineer Jiao Sen delivered the work report. Liu Xingwang, Secretary of the Bureau (Group) Party Committee, Deputy Director, and Chairman, attended the conference and addressed the attendees.

The meeting noted that, over the past year, the Bureau (Group) has comprehensively implemented Xi Jinping’s Thought on Ecological Civilization and General Secretary Xi Jinping’s important expositions on work safety, as well as the decisions and arrangements of the CPC Central Committee and the State Council. Under the strong leadership of the Party Committee of the Administration, the Bureau has upheld the principle of putting the people and life first, balanced development with safety, strengthened preventive measures, made every effort to avert and defuse major safety risks, addressed root causes through targeted efforts, resolutely prevented and curbed all types of production safety accidents, emphasized comprehensive coordination to enhance emergency response capabilities, highlighted institutional innovation to comprehensively improve the emergency management system, and maintained an overall stable and improving safety and environmental protection situation.

The meeting emphasized that 2025 will be the “year of consolidating foundations and strengthening fundamentals” in the three-year campaign to address the root causes of workplace safety. To ensure success in this year’s safety and environmental protection efforts, it is essential to focus squarely on institutional mechanisms, personnel competence, management models, risk control, and emergency response, comprehensively reinforcing process management, upholding core principles while fostering innovation, and vigorously advancing innovations in systems, tools, and methodologies. A thorough risk assessment must be conducted, with a sharp focus on the grassroots level, and safety oversight strengthened. It is imperative to elevate political awareness, reinforce accountability, firmly establish the concept of safe development, uphold a spirit of struggle, and carry out in-depth inspections and rectification of potential hazards. We must deeply recognize the severe circumstances and complex challenges confronting the Bureau (Group) in its safety and environmental protection work, further enhancing our sense of responsibility and urgency. All thoughts and actions must be aligned with the decisions and arrangements of the CPC Central Committee and the State Council, strengthening commitment and proactive implementation, rigorously ensuring the effective execution of all tasks, and guaranteeing the successful completion of the year’s objectives and targets.

More than 340 participants attended the meeting, including members of the bureau (group) leadership team, members of the Safety Committee, all staff of the Safety and Environmental Protection Supervision Department, as well as members of the Safety Committees and safety management personnel from each directly affiliated unit.
