On the morning of December 19, the unveiling ceremony for the National Mine Emergency Rescue Dadi Special Exploration Team was held in Beijing. Attending the ceremony were Huang Wei, Deputy Secretary of the Party Committee and Deputy Director of the National Center for Work Safety Emergency Rescue (in charge of daily operations, at the level of a full‑director‑general); Jia Chunqu, Secretary of the Party Committee of the China National Bureau of Coal Geology and the First Political Commissar of the National Mine Emergency Rescue Dadi Special Exploration Team; Huang Hao, Deputy Director of the Mine Rescue Center of the Ministry of Emergency Management; Pan Shuren, Deputy Director‑General of the China Metallurgical Geology Bureau; Tan Bingyang, Second‑Level Inspector of the Beijing Municipal Emergency Management Bureau; Da Xinbang, Deputy Director of the Rescue Team Construction Division; and Ma Wenlue, from the Safety and Emergency Response Division of the Social Responsibility Department of the State-owned Assets Supervision and Administration Commission of the State Council. The ceremony was presided over by Ju Yitai, Deputy Director‑General of the Bureau.

In his address, Huang Wei extended warm congratulations on the elevation of management and the official unveiling of the Dadi Special Exploration Team, while articulating three key expectations. First, he urged the team to firmly shoulder its political responsibility as a national standby emergency response backbone, ensuring that Party leadership permeates every aspect of team building, management, operations, and the entire cycle of emergency preparedness, response, and rescue. He called for deepening the “Five‑Pronged Team‑Building” approach, upholding the principle of putting the people and lives first, embodying the spirit of the guiding instructions, and responding effectively, orderly, and with force to all types of accidents and disasters, thereby resolutely safeguarding the safety of people’s lives and property and social stability. Second, he emphasized advancing high‑quality development through a spirit of reform and innovation, establishing a hub for drilling‑technology R&D and talent in disaster prevention and control, leveraging existing strengths, continuously enhancing capabilities in innovating mine‑drilling and rescue technologies, forging an elite “spearhead and fist” force for emergency response, and building a world‑class drilling and rescue team. Third, within the framework of a comprehensive safety and emergency‑response system, he stressed strengthening equipment provision and conducting realistic, combat‑oriented drills, significantly bolstering risk‑prevention capacities, expanding the scope of safety‑technical services, playing a professional role in curbing serious and major accidents, and actively broadening socialized, market‑based services to promote the team’s healthy and sustainable development.
In his address, Jia Chunqu emphasized that the new Party Committee of the Administration is fully implementing General Secretary Xi Jinping’s strategic plans for modernizing the emergency management system and capabilities. With a broad vision that places national interests first, the Committee adheres to a people-centered development philosophy, vigorously strengthens safety production and emergency rescue capacities, and has officially elevated the National Mine Emergency Rescue Dadi Special Exploration Team to a higher level of management. Ongoing efforts are being made to optimize organizational development, enhance capabilities, and ensure robust safety safeguards. All officers and soldiers of the Dadi Special Exploration Team should seize this occasion of the management upgrade and unveiling ceremony as an important opportunity to build on their strengths, remain problem-oriented, and make every effort to raise their overall operational readiness. First, they must further fortify their ideals and convictions and elevate their political awareness. They should continue to study deeply and thoroughly the spirit of General Secretary Xi Jinping’s important instructions and directives on workplace safety, disaster prevention, mitigation, and relief; fully implement the guiding principles of the 20th National Congress of the Communist Party of China, the Second and Third Plenary Sessions of the 20th Central Committee, and the Central Economic Work Conference; and earnestly fulfill their mission as a vital force in emergency rescue, demonstrating unwavering loyalty to the Party, strict discipline, fearless dedication, and wholehearted service to the people. Second, they must intensify professional training and practical drills. They should strike a balanced approach between “wartime” and “peacetime,” between “rescue” and “production,” and between “political” and “economic” considerations, ensuring seamless integration of peacetime preparedness and wartime response. By conducting specialized drilling exercises and rescue drills, tackling core technologies in drilling and rescue operations, identifying weaknesses and shortcomings, and continuously enhancing their comprehensive emergency rescue and safety‑assurance capabilities, they will, in the spirit of reform, strengthen their real‑world operational effectiveness and ensure they can “respond promptly when called, fight effectively upon arrival, and secure victory in every engagement.” Third, they must consistently uphold exemplary conduct and strict discipline. Heeding the call of the CPC Central Committee and following the directives and tasks issued by the National Center for Safety Production and Emergency Rescue, they must ensure absolute obedience to orders and coordinated action, using rigorous discipline to further advance scientific, safe, efficient, and orderly emergency response and support. Fourth, they must further strengthen unity and collaboration. They should deepen cooperation and exchanges with other emergency rescue forces, including the China Metallurgical Geology Bureau, and enhance systemic coordination—particularly by optimizing the nationwide deployment of rescue resources within the Bureau’s framework and bolstering the development of its seven rescue teams—to forge synergies, jointly address the challenges posed by various accidents and disasters, safeguard the lives and property of the people, and maintain overall social security and stability.
Liu Yongbin, Party Secretary and Political Commissar of the Dadi Special Exploration Team, stated that the team will steadfastly implement the spirit of General Secretary Xi Jinping’s important expositions on emergency management, closely align with the Ministry of Emergency Management’s “Five‑Pronged Team‑Building” guidelines, remain true to its mission and live up to the trust placed in it. Taking the unveiling ceremony as a fresh starting point, the team will dedicate itself wholeheartedly to the cause of mine emergency rescue, safeguard the well‑being and security of the nation and its people, and contribute to the vigorous development of the emergency management sector.

At the unveiling ceremony, Huang Wei, Jia Chunqu, Tan Bingyang, and Liu Yongbin jointly unveiled the plaque for the “National Mine Emergency Rescue Dadi Special Exploration Team.”
According to reports, the Dadi Special Exploration and Rescue Team, a national-level professional rescue unit, has over the past two decades participated in more than 40 emergency rescue operations involving coal mines, metal mines, railway and highway tunnels, urban geological collapses, and mine-related geological disasters. The team has cleared over 50 rescue passages, successfully rescued more than 300 people in distress, and freed 191 trapped individuals, thereby helping to avert economic losses exceeding tens of billions of yuan for both the state and enterprises.
In September 2024, the Party Committee of the General Administration officially elevated the management of the Dadi Special Exploration Team, designating it as a second-level directly affiliated unit. The formal unveiling of the Dadi Special Exploration Team represents a concrete manifestation of the Party Committee’s comprehensive implementation of the CPC Central Committee’s decisions and arrangements, its deep commitment to upholding the principles of “the people first, life foremost,” its effective fulfillment of the “three guarantees” role, and its concerted efforts to strengthen safety production and emergency rescue capabilities. This development is of great significance for effectively responding to emergencies, safeguarding the lives and property of the people, and maintaining stable economic and social development, marking the beginning of a new chapter and a new journey in the General Administration’s emergency rescue work.
More than 50 representatives from the General Administration, its affiliated geological groups, and the Dadi Special Exploration Team attended the meeting at the main venue; the East China, Central Plains, and South China special exploration detachments of the Dadi Special Exploration Team participated at the sub-venues.
