BEIJING, Aug. 23 (Xinhua) — The Political Bureau of the CPC Central Committee convened a meeting on August 23 to deliberate on “Several Policy Measures for Further Advancing the Great Western Development and Shaping a New Pattern.” Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.
The meeting noted that the Great Western Development is a major strategic decision made by the CPC Central Committee. It is essential to deeply understand the CPC Central Committee’s strategic vision, accurately grasp the role and mission of the Great Western Development in advancing Chinese modernization, maintain strategic resolve, and consistently ensure effective implementation. Focusing on comprehensive ecological protection, broader opening-up, and high-quality development, we must accelerate the establishment of a new development paradigm and enhance the region’s overall strength and capacity for sustainable development.
The meeting emphasized the need to comprehensively deepen reform, further unleash and develop social productive forces, and invigorate and strengthen societal vitality, thus forging a path of Chinese‑style modernization that is well suited to the region’s realities. Grounded in its functional positioning and industrial base, the region should bolster and expand its distinctive, competitive industries, focus on enhancing scientific and technological innovation, and drive the transformation and upgrading of traditional sectors. It must uphold high‑level environmental protection, advance the development of a beautiful western region, coordinate integrated conservation and systematic governance of mountains, rivers, forests, farmland, lakes, grasslands, and deserts, intensify efforts to prevent and control pollution, and promote green, low‑carbon development. The region should continuously strengthen endogenous drivers of development and elevate the level of an open economy. It must reinforce capacity‑building for security in key areas, ensure robust energy and resource supplies, and push forward the construction of clean‑energy hubs. Tailoring urbanization to local conditions, it should steadily advance rural revitalization across the board, consolidate and expand achievements in poverty alleviation, and ensure that no large‑scale relapse into or onset of poverty occurs among rural populations. Upholding the consciousness of the Chinese nation as a community, the region must earnestly safeguard ethnic unity and border stability. The Central Leading Group for Coordinated Regional Development should strengthen overall coordination, refine tasks, and ensure effective implementation; relevant departments should formulate targeted policies and measures with a focus on tangible results; and Party committees and governments at all levels in the western region must assume full responsibility, strive vigorously, and forge synergy in their work. Proceeding step by step and persevering over the long term, we must solidly carry out all assigned tasks and endeavors, and energetically write a new chapter in the great development of the western region.
